As part of its ongoing expansions, Reliance Industries is proposing to build new plants for producing EDC, cyclohexanedimethanol (CHDM) and polyethylene terephthalate glycol (PET-G). In addition, the project includes a new incinerator in the VCM plant and a CO2 recovery unit in the ethylene oxide/glycol plant.

Capacity of the EDC plant will be sufficient to feed a 500,000 t/y VCM/PVC facility. DMD already produces 360,000 t/y of VCM/PVC and has approval to build a new VCM/PVC plant with a capacity of 1.2m t/y.

The PETG plant will have a capacity of 200,000 t/y while the CHDM unit will produce 50,000 t/y. CHDM is a feedstock for producing PETG as well as various other polymers.

The challenge

To address potential risks and hazards associated with the project during the Front End Engineering Design (FEED) phase, Process Risk Consulting were commissioned to facilitate the Project Risk Assessment, Hazard Identification (HAZID), Environmental Identification (ENVID), Simultaneous Operations (SIMOPS), Hazard and Operability (HAZOP) and Safety Integrity Level (SIL) Allocation Workshops , in line with ENI Guidelines for the Protos pipeline and associated facilities.

The scope of workshop included all of the onshore transport and storage facilities including several onshore pipelines and Above Ground Installations (AGI’s).

Reliance Industries Ltd (RIL), Nagothane Manufacturing Division (NMD) is manufacturing a variety of petrochemicals and downstream products starting from ethane/propane to EO/EG, LDPE, LLDPE etc.

NMD-RIL is proposing to debottleneck the existing plants such as Ethylene oxide, Ethylene Glycol, LLDPE and expand the gas cracker & CPP along with change of fuel in the CPP. These plants will be located within the existing NMD complex spread over 744 Ha.
